On this appeal we are primarily concerned with the constitutionality of restrictions imposed by defendants-appellants, the City of Marietta, Georgia, the city’s Mayor and the City Council, (hereinafter defendants) on the use of portable display signs. 1 Plaintiff-appellee Ed Dills, who leases and sells portable trailer signs within the Marietta city limits, filed this action on November 18, 1980 in the Northern District of Georgia.
