I. The city council of the city of Des Moines, on September 11, 1924, by resolution directed the superintendent of the department of public safety and the chief of police of said city to suspend three police officers, viz., Captain DeVies, George F. Dickey, and James H. Dunagan, pending investigation of certain charges informally filed with the city council against them. On the same day, the chief of police issued orders of suspension, and promptly notified the civil service commission in writing of his action.
