Plaintiff lield a license as a master plumber, and was engaged in doing plumbing work in Sioux City. The board of examiners for plumbers, by resolution reciting that appellee had been found guilty of violating the provision of a designated “plumbing ordinance” of the city, “by not procuring permits and failvire to report work done for inspection, ’ ’ revoked appellee’s license. On the following day, the city council also adopted a resolution purporting to revoke the license.
