MEMORANDUM OPINION AND ORDER

RICHARD J. HOLWELL, District Judge:

This is one of several actions Cesar Mateo (“Mateo”), a prisoner currently incar*427cerated at the Great Meadow Correctional Facility (“Great Meadow”), has brought pro se against various prison officials under 42 U.S.C. § 1983 (“Section 1983”). Here, Mateo is suing Brian Fischer1 (“Fischer”), the New York State Commissioner of the Department of Correctional Facilities (“DOCS”), and two prison officers at the Green Haven Correctional Facility (“Green Haven”), where Mateo was incarcerated prior to Great Meadow.
