• Plaintiff-appellant Ilya Boguslavsky appeals from a judgment of the United States District Court for the Southern District of New York (Sidney H. Stein, Judge), dismissing his complaint based on the doctrine of collateral estoppel. Judge Stein found-that Boguslavsky was precluded from bringing his pro se securities action in the District Court because he had already litigated a claim for securities fraud before an arbitration panel of the National Association of Securities Dealers.
