I. INTRODUCTION

The United States has brought this civil forfeiture action pursuant to the Civil Asset Forfeiture Reform Act (“CAFRA”), 18 U.S.C. § 983(c)(1), seeking the forfeiture of the Motel Caswell, located at 434 Main Street, Tewksbury, Massachusetts (“Motel” or “Property”), on the grounds that the Property was used to facilitate ongoing criminal drug activity and there was a “substantial connection” between the Motel and the drug activity.
