INTRODUCTION
At issue in this case is the government’s February 26, 1999, motion to dismiss a post-award bid protest. The government’s motion to dismiss is premised on several grounds. First, the government contends that this court lacks subject matter jurisdiction to grant injunctive relief by directing award of the contract to a particular party, i.e., the plaintiff; and that it also lacks jurisdiction to enjoin the government’s consideration of plaintiff’s past contract performance in the evaluation of the present protested contract or future…
