OPINION

MAYER, Judge.

This congressional reference case was filed by plaintiffs, Sea-Gate, Inc., and *27Charles M. Reeves, Jr.,* in 1976 pursuant to the referral by the United States Senate of S. 3518, 94th Cong., 2d Sess. (1976), under the provisions of 28 U.S.C. §§ 1492 and 2509, as amended. The case was tried in the old Court of Claims over a period of seven months during 1978 and 1979. Post-trial briefing was completed in 1982.
