— This is a snit on two grading tax bills issued by the city of St. Joseph, Missouri. Plaintiff having recovered, defendants have appealed.

Defendants insist that the special ordinance providing for the grading contravenes section 8555, Revised Statutes 1909, providing that,—

“No hills except general appropriation bills shall contain more than one subject, which shall he clearly set forth in the title.”
