For many years the rising cost of public activities, constantly increasing the burden upon the taxpayer, has been the subject of serious civic concern. In order to compel governing bodies to proceed with caution in the expenditure of public funds, Budget Acts have been enacted by the legislatures of many states with the idea of preventing extravagance and compelling the exercise of economy, without the loss of efficiency, in governmental functions.
