GARRARD, Judge.
On November 22, 1978 the petitioner, Southern Indiana Gas & Electric Company (SIGECO) filed its petition with the Public Service Commission (Commission) for authority to increase its rates and charges for electric service. After investigation and a series of public hearings the commission granted a rate increase by its order of September 27, 1979. Intervenors AFL-CIO, Central Labor Council of Vanderburgh, Posey and Warrick Counties (AFL-CIO) and Citizens Energy Coalition Education Fund, Inc. (CEC) perfected this appeal.
