OPINION
WEISBERGER, Justice.
These cases come before us on the appeal of the mayor, the controller, and the treasurer of the city of Providence from a declaratory judgment entered in the Superi- or Court together with a mandatory injunction ordering them to implement certain benefits that were added to the retirement statute of the city of Providence by the retirement board upon the application of certain retired firefighters and police officers.
