OPINION
SHEA, Justice.
The plaintiff in this case, Walter Bruck-shaw, appeals from a judgment of the Superior Court declaring Public Laws 1985, chapter 468, invalid and unenforceable, denying the plaintiff’s petition for declaratory relief, and granting the defendants’ counterclaim for declaratory relief. We affirm.
During its 1985 session the Rhode Island General Assembly enacted P.L.1985, ch. 468, entitled “An Act Relating To Retirement Of Employees Of The City Of Providence” (the 1985 Retirement Act). In pertinent part, the 1985 Retirement Act states:
