Plaintiff William Kenney brought this Freedom of Information Act (“FOIA”) suit against defendant, the United States Department of Justice, to obtain records in the possession of two of its component agencies, the Executive Office for United States Attorneys (“EOUSA”) and the Federal Bureau of Investigation (“FBI”).
