Thaddeus Ludwikowski (Claimant) petitions for review of an order of the Workers’ Compensation Appeal Board (Board) granting a petition to modify workers’ compensation benefits filed by Dubin Paper Company (Employer). In doing so, the Board affirmed the decision of Workers’ Compensation Judge Harry C. Shay-horn (WCJ Shayhorn) that Employer had proven work was generally available within Claimant’s restrictions for which Claimant was qualified.
