Plaintiff Home Life Insurance Company brings this § 1983 action against the Board of County Commissioners of Arapahoe County, Colorado and its individual members in their official capacities (collectively, the “Board”). Home Life seeks damages from the Board stemming from its denial of Home Life’s several petitions for abatement of real property taxes.
