I. BACKGROUND
This is another appeal associated with the United States’ ongoing efforts to collect fines from the owners and operators of vessels who participated in the 1980 Mariel Boatlift of Cuban nationals into the United States. Before the court are 62 consolidated eases in which the United States seeks to collect fines in accordance with 8 U.S.C. § 1323.
