Boyd International, Ltd., was the contractor and Honeywell, Inc., a subcontractor on an officer’s quarters building constructed at Sheppard Air Force Base near Wichita Falls, Texas. Specifications for the building include requirements for two elements of the structures climate control system: an Energy Monitoring and Control System (“EMCS”) for the entire quarters and temperature controls for each of the quarters individual apartments.
