Froni 2007 to 2010, the plaintiffs, a hotel and its principal, Sharok, Jacobi, hosted parties, rap music concerts, gatherings of “swingers,” and other events at their facility in Windsor Locks, Connecticut, in addition to renting rooms to guests. Some of these events attracted boisterous crowds, and the Windsor Locks police were summoned several times in response to noise complaints and reports of criminal activity, including fights and, on at least one occasion, a shooting.
