— This cause came on to be heard on bill, answer and proofs, from which the court makes the following

Findings of fact.

1. Plaintiffs are citizens and taxpayers of the City of Philadelphia.

2. Defendant, Harry A. Mackey, is Mayor of the City of Philadelphia. Defendant, Clarence E. Myers, is Director of City Transit of the City of Philadelphia. Defendant, WillB.
