MEMORANDUM
WISEMAN, Chief Judge.
This cause of action came before the Court on August 31, 1990, on Gaines’ Application for Temporary Restraining Order and Preliminary Injunction. This Court denied the Motion for a Temporary Restraining Order on that date. In the September 13 hearing on Gaines’ Motion for a Preliminary Injunction, Gaines urged this Court to enjoin the Defendants from enforcing certain rules (“Rules”) promulgated by the National Collegiate Athletic Association (“NCAA”) which deem Gaines ineligible to compete in the 1990-91 college football season for Vanderbilt University…
