Congress, by the act of 13th June, 1812, confirmed to the inhabitants of the town of St. Louis severally, their rights, titles, claims to town lots, out-lots, common-field lots, and commons, in, adjoining, or belonging to tire said town, which had been inhabited, cultivated, or possessed prior to the 20th of December, 1803.
