Petitioner Robert L. Bowman, a practicing Tennessee attorney, took the February 1997 Georgia Attorneys’ Examination1 but did not achieve a passing score. Subsequent to the general release of the examination results, Bowman requested that the Board of Bar Examiners regrade his answers to two of the essay questions.
