This action was brought by the state, on the relation of the county attorney, to determine the authority of the city of Hutchinson over the land occupied by the reformatory.

It was averred that this land was taken in by ordinance No. 14, in 1886, and that by ordinance No. 241, in 1890, the limits were declared and defined so as to include the same territory, but that in August, 1914, by ordinance No. 1135 an attempt was made to exclude a large amount of this territory, but that it was so uncertain and indefinite as to be without effect.
