This action is one brought for declaratory judgment pursuant to 10 Del.C. § 6501. Plaintiffs are a number of individual prop erty owners and residents of a development known as Christine Manor in New Castle County, Delaware. They are joined by the Christine Manor Civic Association, a Delaware corporation. Defendants are officials of the State Division of Highways and Transportation, referred to generally hereafter as the “Highway Department.” The suit concerns a proposed highway facility known as the Newark Beltway, or Newark Ring Arterial, which in part would run…
