MEMORANDUM OPINION AND FINAL JUDGMENT

BRADEN, Judge.

In this case, the court previously held that “the record establishes that the [Plaintiffs’] claim arising from the [Department of Interi- or’s] leases to Felmont Oil Corporation and Kingwood Oil Co. accrued on or about May 1, 1957 and December 1, 1959, respectively.” *197See Land Grantors in Henderson, Union, and Webster Counties, Kentucky v.
