MEMORANDUM OPINION
CHARLES R. RICHEY, District Judge.
This case is before the Court on defendants’ motion for summary judgment. The issue involved is whether a plaintiff, convicted for shoplifting and subsequently fully and unconditionally pardoned, can be removed from service by the defendants for “conviction for a crime,” without defendants’ establishing a nexus between the plaintiff’s removal and the promotion of the efficiency of the service.
