TAMM, Circuit Judge:
In this case we are called upon to decide whether the United States Postal Service exceeded its statutory authority in dismissing one of its employees. Two issues are raised: whether the Service was arbitrary or capricious in its decision that the dismissal promoted the “efficiency of the service” within the meaning of the relevant statute; and whether the dismissal was barred by a state pardon granted to the employee for conviction of the crime that triggered his removal.
