This case involves appellee Boyd Taylor’s rights to priority reemployment consideration under North Carolina law resulting from a Reduction in Force (“RIF”) and veteran’s preference consideration by appellant, North Carolina Central University (“NCCU”). Both parties attempt to appeal a superior court order which partially denied and partially granted NCCU’s petition for certiorari from an administrative law judge’s (“AU”) order denying NCCU’s motion for summary judgment.
