{¶ 34} It is a fundamental tenet of jurisprudence in extraordinary-writ cases that the scope of review by this court and courts of appeals is less expansive than in cases that arise in the ordinary course of law. This is a sensible corollary to the “ ‘cardinal principle of judicial restraint — if it is not necessary to decide more, it is necessary not to decide more.’ ” State ex rel. Asti v.
