This litigation originated in an order of the board of railroad commissioners requiring the Missouri Pacific Railway Company, as well as certain other railway companies, to construct proper freight depots and to maintain suitable freight terminal facilities at Kansas City, Kan., and Argentine, Kan., and to make and publish terminal rates to these points.
