STEINBERG, Judge:

The appellant, veteran Thomas Brewer, appeals through counsel a September 27, 1995, decision of the Board of Veterans’ Appeals (Board or BVA) dismissing as not well grounded his claims for Department of Veterans Affairs (VA) service connection for back, left-knee, and left-hip disorders. Record (R.) at 4. This appeal is timely, and the Court has jurisdiction pursuant to 38 U.S.C. §§ 7252(a) and 7266(a).
