EVERETT, Chief Judge:

The United States Navy-Marine Corps Court of Military Review (hereafter the Court of Military Review or petitioner), filed with this Court a petition seeking extraordinary relief in the nature of an injunction against respondents. According to this petition, respondent Inspector General intended to investigate an allegation that some type of improper influence had been exerted against petitioner and its member judges in connection with the appellate review of the court-martial conviction of Commander Donal Billig.
