OPINION
By MATTHEWS, J.
This action was begun in the Court of Common Pleas of Hamilton County and invoked the jurisdiction conferred by §12102-1, GC, upon any court of record “To declare rights, status and other legal relations whether or not further relief is or could be claimed,” and giving to such declarations “the force and effect of a final judgment or decree.” It has been brought into this court on error by the plaintiff in the trial court. The parties will be identified in this opinion by their titles in that court.
