This is a suit brought by appellee, who was plaintiff below, against appellant, who was defendant below, in the District Court of the United States for the- Western District of Virginia, at Lynchburg. The defendant owns and operates a line of railroads running through both the Eastern and Western Districts of Virginia, with its chief office in Richmond, in the said Eastern District.
