POPE, Justice.
This is an election contest. The case concerns the constitutionality of Section 5, Article 1269Z-3, known as the Urban Renewal Act. Section 5 limits voting privileges to “qualified voters residing in said city, owning taxable property within the boundaries thereof, who have duly rendered the same for taxation.” Contestants, J. J. Richter et al., attack the validity of an election in Laredo because only property owners were permitted to vote at an election. The trial court upheld the election.
