Plaintiffs appeal from the District Court’s 1 order dismissing their complaint without prejudice. The plaintiffs are seven low-income women who applied under the Section 8 housing assistance payments program, 42 U.S.C. § 1437f (1982), for admission to two privately owned apartment complexes in the St. Louis metropolitan area.
