POSNER, Circuit Judge.
In 1974 Congress passed a statute “For the purpose of aiding lower-income families in obtaining a decent place to live and of promoting economically mixed housing.” 42 U.S.C. § 1437f(a). (A “lower-income family” is one whose income is no more than 80 percent of the median family income in the area. 42 U.S.C. § 1437f(f)(l) (1976), now § 1437a(b)(2).) The statute authorized the Department of Housing and Urban Development to subsidize both existing housing (§ 1437f(b)(l)) and newly constructed or substantially rehabilitated housing (§ 1437f(b)(2), repealed in 1983).
