The sole issue presented on this appeal is the validity of an amendment to the zoning ordinances of the City of Rochester.

In 1975, as part of a comprehensive revision of the Rochester zoning ordinances, the “H-4 Medium-High Density Historic District” (H-4 District) was established (Code of City of Rochester, § 115-75).
