The Pittsburgh Milk Company, plaintiff, a Pennsylvania corporation, with its place of business in Pittsburgh, filed a bill in equity to restrain the City of Pittsburgh, a city of the second class, its Mayor and its Treasurer, from collecting from plaintiff, a milk dealer in the City, the mercantile tax and license fee imposed by City Ordinances Nos. 488 and 489.
