THORNBERRY, Circuit Judge:
In these consolidated appeals, a union local whose members are black employees of the City of Jackson, Mississippi, and several of the union’s individual members raise procedural questions arising out of actions by them and by the United States to remedy alleged racial discrimination in employment by the city.
