In 2011, defendant El Dorado County (the County) created a new classification (sheriff’s security officer) for employees providing court perimeter security and placed the new classification in a general bargaining unit rather than the County’s law enforcement bargaining unit because the sheriff’s security officers would not have peace officer authority.
