Plaintiffs appeal as of right from an order of the Wayne Circuit Court entered October 1, 1984, dismissing their complaint for mandamus, injunctive relief, and declaratory judgment. We affirm.

On July 26, 1984, plaintiff Detroit City Council adopted a resolution entitled "Advisory Question Re: More Local Jobs Financed By Reductions In Military Spending.” 1 This resolution was drafted by plaintiff Southeastern Michigan Fair Budget Coalition.
