On March 17, 1987, the Administrator (Administrator) of the Attorney Registration and Disciplinary Commission (ARDC) filed a two-count complaint charging respondent, Edward Robert Vrdolyak, with various infractions of the Code of Professional Responsibility (Code) (107 Ill. 2d R. 1 — 101 et seq.). The two counts involve wholly unrelated activities. Count I pertains to respondent’s representation of city employees in workers’ compensation claims against the City of Chicago (City) while simultaneously serving as an alderman in the Chicago city council (council).
