MEMORANDUM OPINION
SMALKIN, District Judge.
This action is before the Court on Plaintiffs’ motion for preliminary injunction. The Defendants have opposed the motion, and they have also moved for summary judgment. The issues have been briefed, under an expedited scheduling order, by the parties. In addition, the American Civil Liberties Union of Maryland and the American Civil Liberties Union of the National Capital Area have filed a reply brief amici curiae.
