ORDER AND REASONS

DUVAL, District Judge.

Before the Court is plaintiffs’ Motion for Preliminary Injunction sought pursuant to Fed.R.Civ.P. 65(a) and (b) 1 which came for hearing on August 23, 2000. Plaintiffs 2 challenge the constitutionality of La.
