Petitioner Edwin F. Adams requests review of final action taken by the United States Environmental Protection Agency (“EPA” or “the Agency”). Adams challenges the EPA’s issuance of a National Pollution Discharge Elimination System (“NPDES”) permit under the Clean Water Act (“CWA” or “the Act”), 33 U.S.C. §§ 1251 et seq., for the Town of Seabrook, New Hampshire (“Seabrook”).
