This appeal involves the interpretation of section 10(c) of the Longshoremen’s and Harbor Workers’ Compensation Act, 33 U.S.C. §§ 901 et seq., as amended. Petitioner, Henry C. Strand, was injured while working as a longshoreman at the docks of the Milwaukee Harbor. He petitions for review of the decision of the Benefits Review Board, United States Department of Labor, awarding disability compensation pursuant to the Longshoremen’s and Harbor Workers’ Compensation Act, and he challenges the statutory method employed by the Board in determining his average weekly wages…
