In this appeal we are called upon to review an order issued pursuant to Rule 213.1 of Pennsylvania’s Rules of Civil Procedure, governing coordination of actions in different counties. Pa.R.C.P. 213.1. For the reasons that follow we affirm in part and vacate in part.

The action underlying this appeal arose from a contract dispute involving the construction of a 1000-bed medium security prison to be located in Schuylkill County. Appellant Wohlsen/Crow, A Joint Venture (“Wohlsen/Crow”) entered into a contract with the Redevelopment Authority of Schuylkill County to build the prison.…
