Miron Construction Company (“Miron”) filed a complaint under Section 301 of the National Labor Relations Act, 29 U.S.C. § 185, requesting the district court to compel tripartite arbitration of two sets of grievances brought against it by the International Union of Operating Engineers, Local 139 (“Operators”) and the Wisconsin Laborers District Council (“Laborers”). The Operators filed a counterclaim asking the district court to compel bipartite arbitration with Miron.
